Love the idea of breaking up the one-size-fits-all review policy that is present in most teams these days.

What would you thought be on using an objective risk measure to underpin your proposal? I built Shepherdly to predict the risk of a PR introducing a bug. This would allow teams to bifurcate their approval policy (i.e. low-risk changes can skip approval).
